i dont think the canadian sites have historic base velocity data available yet, they should have some radar loops on environment canadas web site,

you could try the NOAA's web site, they have all their maps accessible in archives that they email to you, you may need to download a viewer from their site too if i remember correctly, but the buffalo radar site's viewing range should just include newton ontario on the far left. you have to wait 24-48 hours after for it to be available but if you search the ranges from 22:00-23:00 UTC it should give you the data you want.

National Capital Region issued by Environment Canada
At 5:10 P.M. EDT Monday 28 July 2014.

Eighth tornado of the season in Ontario.

Between 6 and 7 PM EDT Sunday evening a strong thunderstorm moved 
over the area a few kilometres to the south of Grand Bend. An 
Environment Canada storm investigation team has confirmed that the 
thunderstorm generated an enhanced Fujita scale one (ef1) tornado 
with peak winds between 155 and 175 kilometres per hour. The enhanced 
Fujita scale runs from zero (weakest) to 5 (strongest). The storm 
investigators found a number of trees uprooted or snapped off and 
damage to some hydro poles as well along the damage track. There
Has also been a report of one serious injury due to a fallen
Tree at the north end of Pinery Provincial Park along the damage 
path. The track of the damage was 500 metres at its widest and the 
length of the damage was estimated to be about 5 kilometres.

This is Ontario's eighth tornado of the season. Ontario confirms an 
average of 12 tornadoes each year during a season that runs from late 
April to early October.

In addtion, thunderstorms produced torrential downpours which 
affected many portions of Southern Ontario late Sunday afternoon and 
into the night. This prompted Environment Canada to issue several 
severe thunderstorm warnings as well as a few tornado warnings.
There were numerous reports of heavy rainfall totals in areas 
stretching from Southwestern Ontario towards the Golden Horseshoe.
In addition, a few hail and wind damage reports were received.

The following is a summary of the more significant rainfall totals 
received by Environment Canada as of 2.00 PM. EDT.

Not sure if it has merit but I'm a neophyte and wanted to check things out.
