They should ditch both.
Use a S (size) scale for the size and measured wind speeds if they are measured, and a D scale on damage (if any).
Lots of powerful tornadoes end up in a field and cause no damage. Other smaller tornadoes go through a residential area and kill people. You can't really call the huge harmless one an F5 and the small one that causes millions in damages in and lives lost an F1.
They need 2 scales: one for tornado intensity and one for damage. The two aren't always related.
Then they could say it had a S/D rating of 3/1 or 5/5 or 1/3 or whatever.
If they use the name "EF" people are just going to call it "F" because it's been used since forever.
Fujita did great work and go the recognition for it for decades. Time to develop a better system - from scratch.
