2011 is also the record year for the number of billion dollar natural disasters in the USA -- so far 12 have been confirmed but losses are still being counted and it may top 14 events.

April 25-28 Tornado Super Outbreak: $10.2 billion
Plains/Southwest Drought: $10 billion
May 22-27 Plains/Southeast Tornado Outbreak: $9.1 billion
Jan 29-Feb 3 Blizzard: $1.8 billion
April 4-5 Midwest/Southeast Tornadoes: $2.8 billion
April 8-11 Southeast/Midwest Tornadoes: $2.2 billion
April 14-16 Midwest/Southeast tornadoes: $2.1 billion
Mississippi River Flooding: $4 billion
Upper Midwest Flooding: $2 billion
Hurricane Irene: $7.3 billion
Total: About $52 billion.

The average is up to about 5 per year since 2000. 2005 had a total of $175 billion...so 2011 is not the costliest year.
